Hard Water in Los Angeles: What It Does to Your Plumbing and What Actually Fixes It
Hard water in Los Angeles is safe to drink but rough on plumbing. Its dissolved calcium and magnesium turn to scale wherever water heats up or dries out. That means tankless heat exchangers, tank heater bottoms, aerators, shower heads, faucet cartridges, and glass. A salt-based softener is the only whole-house equipment that removes the hardness. Carbon filters and reverse osmosis improve taste, which is a different problem.

What does hard water actually do to your plumbing?
Hard water carries dissolved calcium and magnesium. Cold and moving, those minerals bother nobody. Heat the water, or let it dry on a surface, and they drop out as scale. Scale is a chalky white crust that sets like thin concrete.
That one fact explains the whole list of symptoms. Water heaters scale first because they heat water all day. Aerators and shower heads come next, since water dries on them after every use. Cartridges and shower valves follow, because scale grit rides through their tight moving parts.
Hard water in Los Angeles is not a health issue, so the utility has no reason to take the minerals out. The cost shows up in your equipment instead. Heaters lose efficiency, fixtures die years early, and shower glass needs a scrub every week. We find the same crust in 1920s bungalows and in new hillside builds, because the water does not care how old the pipes are.
How hard is the tap water in your part of Los Angeles?
It depends on where your water came from this month. LADWP blends snowmelt from the Owens Valley by way of the Los Angeles Aqueduct, local groundwater, and imported water from the Colorado River and the State Water Project. Each source carries a different mineral load. Sierra snowmelt runs on the softer side, while Colorado River water and much of the local groundwater run harder.
The blend at your tap shifts with the neighborhood and the season. In a dry year the aqueduct delivers less, the imported share grows, and hardness tends to climb. Two houses a few miles apart can get noticeably different water at the same time.
The honest answer is a range: moderately hard to very hard, depending on the address and the month. LADWP publishes an annual drinking water quality report with hardness figures for the different parts of the city. Look up your own area instead of trusting one citywide number. Burbank, Glendale, and Pasadena run their own water utilities and publish their own reports.

What does scale do inside a tankless unit or a tank heater?
A tankless unit heats water in a compact heat exchanger with narrow passages. That is the hottest wet surface in the house, so minerals drop out there first. Scale coats the passages, the burner works harder, and flow starts to choke. The unit answers with error codes, temperature swings, or a shutdown.
For that reason, tankless owners across LA and the Valley should plan on descaling about once a year. A tech shuts the isolation valves, hooks up a small pump, and circulates a descaling cleaner through the exchanger. Most makers state in the manual that scale damage falls outside the warranty, so skipped service can cost you the unit. A tank heater hides the same problem at the bottom. Minerals settle into a layer of sediment over the burner. Water trapped under that layer flashes to steam, and the bubbles pop their way up through the grit. That is the popping or rumbling you hear from the garage or the hall closet in a 1960s Valley tract home.
The noise itself is harmless, but the sediment is not. It insulates the water from the flame, overheats the tank bottom, and shortens the life of the tank. A yearly flush helps when it starts early. On a tank that has gone ten years without one, the wiser call is often to leave it alone and plan the replacement.
Why do aerators, shower heads, and cartridges wear out early here?
An aerator is a fine screen at the tip of the spout. Water dries on it after every use, scale builds in the mesh, and one day the stream sprays sideways or drops to a trickle. People often call that low pressure. Unscrew the aerator and the pressure is usually fine.
Shower heads fail the same way, one nozzle at a time. An overnight soak in white vinegar dissolves light scale on both. If the crust returns within a few months, the water is telling you something.
Inside the faucet, scale grit scores the cartridge and the seals. The handle turns stiff, and then the spout starts to drip. A pressure-balancing shower valve has a small sliding spool that scale can seize. A stuck spool means a shower that runs hot and cold when someone flushes a toilet. Old galvanized supply lines are a separate story. Many pre-1960 homes in Van Nuys, North Hollywood, and Glendale still have them. They rust from the inside, minerals cling to the rough rust, and the opening narrows year by year. No softener reverses that. Once a galvanized line has choked down, the fix is new pipe.

Water softener, salt-free conditioner, carbon filter, or reverse osmosis: which does what?
A salt-based softener is the only one of the four that removes hardness for the whole house. Water passes through a tank of resin beads that grab calcium and magnesium and release a little sodium in trade. When the beads fill up, typically every several days, the unit rinses them with brine and sends the rinse water to a drain. You add salt to the brine tank every month or two.
A salt-free conditioner does not soften water. It changes how the minerals form crystals, so fewer of them stick to pipes and heater surfaces. It needs no salt, no drain, and no power. The hardness stays in the water, which means spotted glass, poor lather, and still some scale in a tankless unit. It suits a home where a drain run is not practical, or where local rules take salt off the table.
Whole-house carbon filtration targets taste and smell. LADWP disinfects with chlorine and, in much of its system, with chloramine, which lasts longer in the pipes and is harder to remove. Standard carbon handles chlorine well. Chloramine calls for catalytic carbon and enough contact time, so tank size matters. Carbon does nothing for scale.
Under-sink reverse osmosis pushes water through a very fine membrane and feeds its own small faucet at the kitchen sink. It strips most dissolved solids, including the sodium a softener adds. Where does the equipment go, and why does it need a drain and an outlet?
Whole-house equipment goes on the main line after the main shut-off and the pressure regulator, and before the water heater. That way every fixture and the heater receive treated water. In most Valley tract homes that spot is the garage wall or the side yard where the main enters.
A careful installer splits off the hose bibs and the irrigation ahead of a softener where the piping allows, since plants do not want sodium. Newer homes sometimes have a softener loop stubbed out in the garage. Most older LA homes do not, so we cut a three-valve bypass into the main. With a bypass, you can take the equipment out of service and still have water in the house.
A softener needs a drain for its rinse cycle, and the California Plumbing Code wants an air gap on that drain line. The control head needs a 120-volt outlet too, and some reverse osmosis units with a booster pump need one under the sink. Garage main lines and sink cabinets rarely have a spare outlet in the right place.

How much upkeep does water treatment equipment need?
Less than most people fear, as long as somebody owns the calendar.
- Softener: check the salt level once a month and top it up before the tank runs low.
- Carbon tank: the media wears out after several years, depending on tank size and how much water the house uses.
- Reverse osmosis: plan on new prefilters about once a year and a new membrane every two to three years.
- Tankless heater: a softener stretches the time between descaling visits, but keep the yearly check.
- Tank heater: softened water uses up the anode rod faster, so have the rod checked every couple of years.
- Hardness test: test a tap after the softener once or twice a year. If the reading climbs, the unit needs salt, service, or a new setting.
Chloramine is hard on softener resin over time. When a house has both a carbon tank and a softener, the carbon goes first in line and takes that load off the resin.

Is hard water in Los Angeles safe to drink?
Yes. Calcium and magnesium are ordinary dietary minerals, and drinking water rules set no health limit for hardness. LADWP treats and tests the supply and reports the results every year. Hardness is an equipment problem, not a safety problem. If your concern is taste, or one specific contaminant, that points toward carbon filtration or reverse osmosis instead of a softener.
Will a softener make my drinking water salty?
No. A softener trades hardness minerals for a small amount of sodium, and harder water means a little more of it. Most people never taste the difference. Anyone on a sodium-restricted diet should ask their doctor first. The common setup adds a reverse osmosis tap at the kitchen sink, which removes most of that sodium from the water you drink and cook with.
Can I descale the tankless unit every year and skip the softener?
You can, and plenty of owners do. Yearly descaling keeps the heat exchanger clear and keeps you inside the maker's maintenance terms. It does nothing for the fixtures, the glass, the dishwasher, or the washing machine, which keep scaling all year. If the heater is your only complaint, descaling alone is a fair plan. If spots and worn cartridges bother you too, the softener earns its place.
Does a softener waste a lot of water?
A modern softener counts the water you use and rinses its resin only when it needs to, not on a timer. Each rinse sends some water and brine to the drain. Correct sizing and programming keep that amount low. An oversized or badly set unit wastes both salt and water, which matters in a city that watches every gallon during drought years.
I rent an apartment. What can I do about scale?
Quite a bit without touching the building plumbing. Soak aerators and shower heads in white vinegar every few months, and squeegee the shower glass after use. A drinking water filter that taps the cold line usually needs the landlord's approval. Whole-house equipment is the owner's call.
